"Hot rod Herman" episode edited?

I was watching the infamous "Hot rod Herman" episode yesterday and noticed that portions of scenes at the dragstrip had areas blacked out. In several shots in which Herman and the other boys father are leaning over the front of the Koach at their first meeting you can see several extras leaning over another vehicle in the background and every few seconds as the actors moved around I noticed a black spot would appear obscuring something. What was it obscuring and when was this done and why? Anyone else notice this? AP? Ernie?
